The main objective of the on site odor monitoring and surveillance program is to detect the impact of odors on neighbors by having them participate in any action undertaken by the operator or the municipality.
Popular participation in characterizing the odors around the site will create greater involvement of the community in the main aspects of the project and improve understanding and quantification of the odor issue. Not by chance, this also supports the emergence of constructive cooperative dialogue between site managers and neighbors.
The odor monitoring and surveillance program consists of four streams:
- Monitoring study planning and development of a management system
- Selection, training and practicing with the citizens participating in the study
- Monitoring and supervision of study progress
- Statistical processing of collected results
Odotech offers six (6) or twelve (12) month programs.
A six-month time span is generally sufficient for dealing with a crisis and emergency situation arising when an operator must quickly address a sensitive situation. By its relatively short length, it is possible that the process will not transpire during the most critical period. With an eye to addressing the situation rapidly, the faster rhythm of this program may allow us to maintain motivation and level of interest by neighbors.
The twelve-month time span offers the benefit of including all annual climatic conditions generally encountered in a given region. It also allows the frequency of the information meetings to be reduced. When correctly established, the Residential Issues Committee transmits information in a highly effective manner to other non-participating neighbors, who may also be invited to participate in the olfactory nuisance management program.
